Cheltenham Borough Council National Landscape (formerly known as AONB) Study

Some years ago, Cheltenham Borough Council completed a Landscape Character, Sensitivity and Capacity Assessment of the Cotswold National Landscape within their boundary.

This study considered a wider site (shown in the map below) with the area shaded in grey being considered of ‘slightly reduced landscape value... therefore the assessed landscape capacity for residential, or other forms of built development is slightly increased.’

​

​​​​​​​​​​​​​​​​​Cheltenham is currently experiencing a severe and worsening shortage in housing land coming forward for development. Recent changes to national planning policy mean that Cheltenham Borough Council will now need to plan for 824 dwellings rather than 547 currently planned for in the emerging Joint Local Plan.

​

Furthermore, the Borough Council does not currently meet its statutory duty to permission sufficient self-build plots to meet demand expressed on its Self-Build Register.  Currently, only a small fraction of self-build plots are permissioned each year when compared with those expressing their interest on the Self Build Register.

​

Due to the Borough’s constraints, it is clear that planning policy and decisions will need to consider bringing forward sites on the settlement edge and within the Cotswold National Landscape (AONB). We feel the site represents a strong opportunity to provide well designed, high-quality and energy efficient housing to make a contribution to meeting the Borough’s housing and self-build shortfalls, whilst also respecting and where appropriate enhancing the site’s sensitive characteristics.

Our Proposals

Our proposal is for 4 dwellings accessed off Glenfall Way and located within the Cotswold National Landscape.  We are proposing to bring  these forward as Custom Build Homes (a form of self build), which will enable future residents to input into shaping the delivery of their own home.

​

The new homes have been carefully placed in the north west portion of the site to retain the views of the Cotswold escarpment for the existing community from the Ryeworth Road and Glenfall Way junction. The site is also heavily screened by the mature vegetation that runs along its boarders. These trees will be protected through our plans.

​

Beyond the development plots, the remainder of the field (74% of the total site) will be landscaped and maintained as biodiversity enhancement area and wildflower meadow with publicly accessible defined mown paths providing a safe and more attractive connection to the existing footpath at the site’s south eastern corner. Responsibility for the management of this field will be taken on by future residents entering into equal share of a management company.  On this part of the site the Management company will be legally bound by a 30 year Habitat Management and Monitoring Plan to maintain the biodiversity enhancement features.  This will prevent further development while also forming a new attractive and defined settlement edge.

 

Currently the public has to walk on the precarious single lane track which is used by numerous large trucks and farm equipment to service Ham Villa Farm from Glenfall Way. The new proposal will provide a much safer and more pleasant route for children and adults alike wanting to gain access to the footpaths of the escarpment beyond.

A new hedgerow will also be included to not only increase privacy for the units from the proposed public path but also deliver additional Biodiversity Net Gain, as well as reduce the amount of light spill from the buildings onto the field.

​

The site is not within a flood zone. The scheme will be designed to comply with sustainable drainage policies. Stormwater will be delt with via a sustainable drainage system (SuDS) on site, to mimic natural drainage and encourage its infiltration, attenuation and passive treatment.

​

With regards to the materials, a combination of natural Cotswold stone, composite timber cladding and slate roofing will be used on the elevations to retain a sense of transition between the dwelling and the open countryside.

​​

The site will be accessed from Glenfall Way with 2 off street parking spaces available and a double garage for each unit. A turning head has been integrated the site for refuse, emergency and delivery vehicles.

​

​The dwellings will be delivered as high quality custom build homes which is a form of self-build housing.  This application will be submitted in outline and will establish the plot parameters for access, layout and scale, whilst also fixing an acceptable materials palette for the site’s sensitive location and surrounding built context. Those purchasing the plots will be doing so with an outline planning permission attached and will then be responsible for bringing forward the final detailed designs under a reserved matters application.  We will fix a consistent design and materials approach for all four dwellings at outline stage that will tightly regulate final designs at reserved matters and ensure consistency across the design of the four dwellings.

Biodiversity Net Gain Management

Beyond the development plots, the remainder of the field will be landscaped and maintained as biodiversity enhancement area and wildflower meadow with publicly accessible defined mown paths providing a safe and more attractive connection to the existing footpath at the site’s south eastern corner.

Self-Build

The dwellings will be delivered as high quality custom build homes which is a form of self-build housing.  This application will be submitted in outline and will establish the plot parameters for access, layout and scale, whilst also fixing an acceptable materials palette for the site’s sensitive location and surrounding built context.

Those purchasing the plots will be doing so with an outline planning permission attached and will then be responsible for bringing forward the final detailed designs under a reserved matters application.  We will fix a consistent design and materials approach for all four dwellings at outline stage that will tightly regulate final designs at reserved matters and ensure consistency across the design of the four dwellings.
